Recent relations between Russia and Georgia are only the latest reaction to a trend that began with the fall of the Soviet Union – Western encroachment into the former Soviet sphere. The increased tension is a sign that political change in the Caucasus, perhaps resulting in increased conflict, is even more likely. At the heart of this conflict are issues of control over strategic territory and strategic resources. Unfortunately, these issues are difficult to resolve. While recent events may have been characterized by mere rhetoric, all conflicts begin in a similar way: they only remain rhetorical until action is taken...
