Employment Policy in South Caucasus

The purpose of the report is to approximate the national policy papers of the South Caucasus countries on social policy and employment to the European policy papers, conventions and recommendations of the Council of Europe and European Union and suggest a draft plan of policy development for the next three years in compliance with relevant European standards and norms. The European papers have been chosen in order to study the above mentioned sphere broadly and to develop and adequate state policy which will reflect the country's political priorities.
Throughout the program fifteen documents of the Council of Europe and the EU have been approximated. The European documents were acquired from the official website (www.coe.int) and publications of the Council of Europe, as well as the following websites: europa.eu.int./eur-lex, europa.eu.int/celex in February, 2006.
During the approximation process each European legal act was compared with the corresponding policy papers and laws of Armenia, Azerbaijan and Georgia. As a result, adequate tables for each of the approximated document have been developed, which underlie the development of the current report. Based on the findings, we suggest a draft structure for the national strategy for labor and social policy for the following three years, which will comprise two parts: labor policy and wages and income policy. The labor policy shall be worked out in accordance with the principles of the social state and human rights highlighted in the Constitutions of the three countries, and shall be based on free market economy and current social-economic conditions.

The purpose of this policy is to ensure the employees' material and social welfare, and to create improved conditions for labor.
