A sensible resumption of dialogue should not ignore concern on the rule of law

It is rarely a sensible policy to cut off dialogue, even when the other side has behaved badly. Since August, Nato has suspended all official contact with Russia, holding no meetings of the Nato-Russia Council. The reason was understandable: Russia's incursion into Georgia went far beyond its claim that it was protecting South Ossetia against Georgia's attempt to reconquer the separatist territory. Nato needed to show Moscow that it would not concede hegemony over all the former Soviet republics.
