SYMPOSION: Die Region Kaspisches Meer am 21. November in Wien

Geopolitisch wird seit dem Untergang der Sowjetunion der weltpolitisch und ökonomisch gleichermaßen sensiblen Region „Persischer Golf“ die Region „Kaspisches Meer“ gegenüber gestellt, die ebenfalls für die Öl- und  Gasversorgung der Welt von hoher Bedeutung ist. Hier sind im Norden Russland und im Süden Iran tonangebend, gemeinsam mit den ostkaspischen Staaten Kasachstan und Turkmenistan, sowie dem an der Westküste gelegenen Aserbaidschan und unter Einbeziehung diverser Nachbarländer. Die Bedeutung dieser Region ist erst jüngst wieder mit der Affäre um das vorerst fehlgeschlagene Projekt „Nabucco“ deutlich geworden. Russland scheint politisch dominant zu sein. Iran ist das einzige Land, das zwischen „Kaspi-“ und „Golfregion“ hin und her switcht. Alle Öl- und Gasproduzenten der Region haben
gleichermaßen analoge und konkurrierende strategische Interessen.

CFP: 2013 Annual Soyuz Symposium "Authoritarianism and Beyond? Lessons from Postsocialist Societies?"

(Harriman Institute, Columbia University, New York, March 22-23, 2013)

Theme: Authoritarianism has become the common denominator for political regimes of many contemporary postsocialist societies. Authoritarianism highlights strong presidential authority, lack of democratic succession of rule and insufficient public representation. Within this analytic, authoritarianism is the opposite of liberal democracy, deficient in terms of active civil society and critical public sphere, and plagued by state-led oppression and violence.

The 2013 SOYUZ symposium invites papers that would extend interpretive work on authoritarianism beyond this dualistic framework. We solicit field-research-based presentations that explore political and social processes in postsocialist societies in ways to complicate this top-down understanding of the state-society relationship. What kinds of alternative analytical frameworks are there to approach these processes? What kind of interpretation might the understanding of politics drawing, for example, on Foucault or Agamben offer to this conversation? Overall, we seek to extend the scope of this symposium beyond the concerns of postsocialist societies and to explore analytical limits and possibilities of the term authoritarianism itself.

Possible topics include, but are not limited to:
- working through/making sense of authoritarian pasts
- specters of the state
- agencies of state: law, the military, borders, and taxation
- the role of media and cultural production
- conjuncture of capitalism and authoritarianism
- non-state authoritarianism
- neoliberalism as a type of authoritarianism

SOYUZ, the Research Network for Postsocialist Cultural Studies, is an interdisciplinary forum for exchanging work based on field research in postsocialist countries, ranging from Eastern Europe and the former Soviet Union to Africa, Southeast Asia and Latin America. The Symposium has met annually since 1991 and offers an opportunity for scholars to interact in a more personal setting.

The deadline for abstracts is: December 15, 2012. Please send abstracts of 250 words by email to Zhanara Nauruzbayeva (zn2123@columbia.edu). Please include your full name, paper title, and academic affiliation, and write "SOYUZ 2013" in the subject line. Papers will be selected and notifications made by January 15, 2013.

Symposium und Lesung im Rahmen des Festival "Neue Ufer. Das Schwarze Meer in Europa" im Literarischen Colloquium Berlin

"Wie die Endmoräne eines Gletschers ist die Schwarzmeerküste ein Ort, wo über mehr als viertausend Jahre der Schutt menschlicher Wanderungen und Invasionen abgelagert wurde. Die Küste, erschöpft und still, spricht von der Geduld von Stein, Sand und Wasser, die viel menschliche Ruhelosigkeit erlebt und überlebt haben." Das schreibt der britische Historiker Neal Ascherson in seinem 1995 erschienenen Buch "Schwarzes Meer". Zum Erscheinen des von Katharina Raabe herausgegebenen Sammelbandes "Odessa Transfer" (Suhrkamp) wollen wir die Schwarzmeerküste als literarischen Imaginationsraum untersuchen. "Odessa Transfer" versammelt Erzählungen vom Leben am Meer, aber auch Reflexionen über einen Raum der Unruhe. 13 Schriftsteller aus den Anrainerstaaten des Schwarzen Meeres und Autoren, die seine Küsten bereist oder sich nach ihnen gesehnt haben, wurden um Berichte von Städten und Landschaften gebeten, an denen etwas Zukünftiges sichtbar wird. Gegenden tauchen auf, an denen Träume, Erinnerungen, Nostalgien hängen, Landschaften, die Entzücken oder Entsetzen hervorrufen. Im Rahmen des Festivals "Neue Ufer. Das Schwarze Meer in Europa" finden Veranstaltungen in Berlin, München, Leipzig, Hamburg und Frankfurt am Main statt.

ART & CULTURE: The International Initiative for Georgian Cultural Studies (symposiumgeorgia.org)

The International Initiative for Georgian Cultural Studies had been established in 2007 by Georgian Arts and Culture Center in cooperation with various local and International bodies.

The aim of the IIGCS is to introduce scholars and professionals working in the fields of Georgian and Caucasian art and culture to each other and to familiarize international audiences with the broad spectrum of scholarly work that exists in the expanding field of Georgian art history, to establish the networking among the scientists working on Georgian art, familiarize international audiences with the broad spectrum of scholarly work that exists in the ever-expanding field of Georgian art history, the updated information on cultural tourism development.

By doing so, the IIGCS intends to increase the level of academic interest on topics concerning Georgian arts and culture, and preservation of cultural heritage, introduce specialists on Georgian cultural scholarship to other colleagues in their fields and provide them with an unprecedented forum for scientific exchange and therefore affect on the cultural tourism development in the region.

Georgian culture, an integral part of Caucasian civilization, has been and is created at the crossroads of European and Asian influences. Over the centuries this culture has represented tolerance and mutual understanding, and while keeping its national identity it emphasizes the potential breadth and depth and rewards of intercultural relations maintained with understanding and integrity.

Today, such understanding is a central and urgent issue, given the cultural and ethnic situation in Georgia’s conflict regions – Shida (inner) Kartli, the so-called “South Ossetia” and Abkhazeti, especially in terms of analysis and awareness from the historical point of view.

In addition to the political and humanitarian problems there is also great danger for these two regions’ cultural identity and their historical monuments. Academic knowledge in this field is very limited and therefore raises the importance of the scholarly work and discussion in the fields of culture, history and ethnicity in these territories.

The different historical epochs provides the best historical documentation and evidence of the formation of these regional identities and provides proof of tolerance and peaceful coexistence between these regions and the nations adjoining them. The conference’s thematic timeframe will not be limited to any of periods but will cover all cultural epochs including nowadays.

Veranstalter: Collegium PONTES Görlitz-Zgorzelec-Zhořelec in Zusammenarbeit des Instituts für kulturelle Infrastruktur Sachsen mit der Hochschule Zittau/Görlitz, der Universität Breslau, der Karls-Universität Prag, der Europa-Universität Frankfurt/Oder, dem Internationalen Hochschulinstitut Zittau und dem Staatlichen Museum für Naturkunde Görlitz.

Neben Sicherheitsfragen und wirtschaftlicher Zusammenarbeit stellen sich kulturelle Komplexe immer stärker als dritte Säule der Außenpolitik der europäischen Staaten und ihres Zusammenwirkens (Europarat, EU, OSZE, NATO etc.) heraus.

Dies trifft im besonderen Maß auf die Kaukasusregion zu. Hier sind auf engstem Raum so zahlreiche Kulturen, Sprachen, Konfessionen und Ethnien versammelt wie in keiner anderen Gegend des geographischen Europas. Gleichzeitig aber stellt sie über die Jahrtausende hinweg eine Überlappungszone russischer, osmanisch-türkischer, persisch-iranischer und nicht zuletzt westlicher Interessen dar. Die Ausnutzung innerer Gegensätze durch Dritte ist eine der entscheidenden Konstanten der kaukasischen Geschichte und Gegenwart. Ihr steht diametral entgegen der Anspruch der Europaratskonventionen zum Schutz von Minderheiten, die kulturelle Vielfalt als Bedingung inneren Friedens erkennt und von den Signatarstaaten ebensowie von befreundeten Mächten eine entsprechende Politik einfordert.

Nach dem Gewaltausbruch in der Nacht vom 7. zum 8. August 2008 stellen sich mit besonderer Nachdrücklichkeit kritische Fragen an die Minderheitenpolitik der Staaten des Südkaukasus, hier Georgiens. Entsprechende Fragen zu stellen und Modelle einer nachhaltigen inneren Stabilisierung plurikultureller Regionen zu entwickeln, ist, ausweislich ihrer Geschichte und ihrer gegenwärtigen Anstrengungen, in besonderem Interesse und im besonderen Vermögen der Republik Polen und der Bundesrepublik Deutschland. Dies nicht zuletzt mit einem Blick auf andere Mitglieder des Europarates wie die gegenwärtige EU-Präsidentschaft Frankreich, das nach wie vor die Existenz von Minderheiten im eigenen Land nicht anerkennt.

Der georgische Komplex soll nun in einem Symposium im Rahmen des Collegium PONTES Görlitz-Zgorzelec-Zhořelec diskutiert werden. Das Patronat hat Minister a.D. Steffen Reiche MdB, Vorsitzender der Deutsch-Südkaukasischen Parlamentariergruppe (Armenien, Aserbaidschan, Georgien) im Deutschen Bundestag, übernommen. Die wissenschaftliche Leitung liegt bei Prof. Dr. phil. Dr. habil. Matthias Theodor Vogt, dem Direktor des Instituts für kulturelle Infrastruktur Sachsen.

INITIATIVE: THE CONGRESS OF SOUTH CAUCASUS CITIZENS

The civil initiative of South Caucasus Integration: Alternative start within the frameworks of the Report adopted in July 2006 in a six-sided format convenes a conference of citizens of South Caucasus.

All interested citizens of South Caucasus, local and international organizations, including the representatives of Diaspora of nations of South Caucasus are invited to assist in the preparation of the conference.

GOALS OF THE CONGRESS :

• To put forward problems of the society being in the state of the so-called “frozen conflicts”.
• The use of already existing and the creation of new mechanisms, expand and raise the participation of the society to a new quality level in the processes of the settlement of conflicts.
• The creation of a system of public control over the processes within the political dialog and the activity of NGO operating in the sphere of overcoming conflicts and reconciliation.
• Drafting of a specific activity program of public institutes as regard the settlement of the conflicts.
• To put forward specific proposals for the governments of the countries of the region and international structures and organization operating in the region as regards the effective utilization of peacemaking potentials of the society.
